Historic Wood Siding Repair in Portland

Historic wood siding repair in Portland means keeping a house’s original lap boards and shingles on the wall wherever they are still sound: patching damaged areas, replacing only the boards that are beyond saving, and matching profiles that lumberyards stopped stocking long ago. About 27 percent of Portland’s homes were built in 1939 or earlier, so this is a large part of the city’s siding work, and in the City’s Historic and Conservation Districts it matters for another reason: repair of existing material is exempt from historic review, and replacement is not.

Repair or replace: what Portland’s historic rules say
In a City Historic District or Conservation District, the City of Portland treats repair and replacement differently. Repairing the existing material is exempt. Replacing an exterior material, even with the same kind of material, is not repair and needs historic resource review; the City’s own illustration is replacing wood siding with new wood siding. Conservation District projects can avoid discretionary review by meeting the City’s clear and objective standards. The Portland page lists the districts.
That makes the scope of work a planning question as well as a carpentry one. A contractor experienced with older houses will tell you which boards can be saved, which need replacing, and at what point a project crosses from repair into replacement.
How old siding gets repaired
- Consolidation and filling. Soft, decayed wood that is still in place can be hardened with an epoxy consolidant and rebuilt with an epoxy filler, then shaped and painted.
- Dutchman repairs. A damaged section of a board is cut out and a matching piece of new wood is glued and fastened in, so the rest of the original board stays.
- Selected board replacement. Boards too far gone are replaced with wood milled to the same profile and exposure.
- Borrowing boards. Sound original boards from a hidden wall or an addition can fill a street-facing wall, with new material going where it will not be seen.
- Flashing and trim. Rot on old houses often starts at window sills, water tables and corner boards; fixing the flashing there protects the repair. See water behind siding.
Matching original profiles
Original Portland siding comes in bevel, drop (novelty) and shiplap profiles, and in shingles with straight, staggered and decorative butts. Exposure and board width varied by builder. When a lumberyard profile will not match, a mill can run boards to a sample. Ask the contractor to take a sample board to the supplier rather than matching from a photo.
Lead-safe work on older houses
Nearly every house that needs historic siding repair was painted before 1978. When the work disturbs 20 square feet or more of exterior paint, Oregon requires a CCB lead-based paint renovation license and lead-safe practices: containment on the ground, no open-flame burning or uncontained power sanding, and a careful cleanup. Ask for that license number along with the main CCB license.
Paint and moisture
Many old-house siding problems are paint problems at root: layers that trap moisture, boards that were never back-primed, and caulk that has sealed in water. Paint that keeps peeling on the same boards is covered under siding repair, and rot in sills and trim under dry rot in siding.
When the siding really is past saving
Sometimes too much of the original is gone. Then the choice is new wood in a matching profile, usually cedar siding, or another material, and in a historic district that choice goes through review. A full replacement also lets the contractor add house wrap and flashing the house may never have had.

There is no dependable published price for historic siding repair; it depends on how many boards can be saved and how much custom milling is needed. Soft, crumbly boards, sills or corner trim
Despite the name, dry rot is fungal decay in wood that stays wet: behind failed caulk, along the tops of trim with no drip cap, and where boards sit close to soil, decks or roofing. Portland averages about 37 inches of rain a year, most of it from November to January, so the same spots stay damp for months.

Paint that fails in the same place is usually being pushed off by moisture from behind, or went on over end grain and replacement boards that were never primed. On a house built before 1978, scraping it counts as disturbing paint that may contain lead.
Stains or soft wall below a roof corner or window
Siding sheds most rain, and the layers behind it deal with the rest. Water gets past them where a roof edge dies into a wall without a kickout flashing, where house wrap is torn or lapped the wrong way, and where windows were set without head or sill flashing.

Does repairing original siding trigger Portland historic review?
Not for repairing the existing material. The City of Portland says repair means repairing existing material, not replacing it, and that replacing an exterior material, even replacing wood siding with new wood siding, needs historic resource review. Check the exemptions in Portland zoning code Chapter 33.445 or ask the City about your specific property.
Is my neighborhood a Portland historic district?
Portland has 17 City Historic Districts, including Irvington, Ladd's Addition, the Alphabet District, King's Hill and South Portland, and 6 Conservation Districts, Eliot, Kenton, Mississippi, Piedmont, Russell and Woodlawn. Eastmoreland, Laurelhurst and Peacock Lane are listed in the National Register but are not designated as City Historic or Conservation Districts. Is old siding full of lead paint?
Paint applied before 1978 may contain lead, and older houses often have many layers. Oregon requires contractors to hold a CCB lead-based paint renovation license and follow lead-safe practices when their work disturbs 20 square feet or more of exterior paint on a pre-1978 home. A lead test tells you for certain.
